Project Manager

National SURVEILLANCE CENTRE, CANBERRA ACT

Wesley was the project manager for the rapid design and delivery of the National Surveillance Centre for Customs Coastwatch, the precursor to Australian Border Force.  

A complex Operations Room style project with complex stakeholders and both operational and analysis elements the new Centre was opened by the Prime Minister just 6 months after its inception.  The project was delivered early and under budget.

The National Surveillance Centre was delivered from its inception in just six months to meet the needs of increased coastal surveillance around Australia.

 

Community Arts Centre

Warruwi Community, South Goulburn Island, Arnhem Land

While Commanding Officer of HMAS Wollongong, Wesley and his crew of HMAS WOLLONGONG donated their time to converting an old canteen on South Goulburn Island into a community arts centre so the younger generation could be taught traditional skills such as painting and weaving.

The work was undertaken collaboratively both by the community and by the volunteers from HMAS Wollongong. The first painting produced at the centre was donated to the shi, where it hung proudly in the passageway. The Warruwi Cultural centre was delivered collaboratively with the Warruwi community to assist with creating better cultural outcomes for the people of South Goulburn Island.

 

Deputy Director Patrol and Hydrographic Capability Development Group

Australian Defence Headquarters, Canberra ACT

As Deputy Director Patrol and Hydrographic, Wesley built his experience in the defence capability development process from documenting Defence capability and gaining funding approvals for major defence projects. he had oversight of build and upgrade progress on a number of shipbuilding and IT projects running in the Hydrographic space.  

Wesley led the SEA 1444 Armidale Class Patrol Boat program as the capability sponsor, oversaw the upgrade of the Hydrographic survey ships and survey motor launches, and the delivery of the Navy’s first digital chart production capability – the digital hydrographic database project.  He also program managed the nexus between contractor and the laser airborne depth sounder project and led one of the first rapid prototyping and development projects undertaken by Navy.

The Armidale patrol boats were delivered on time and on budget and became the mainstay of the Navy’s littoral patrol capability in a time of significant change.

 

General Manager Major Works

Sydney Trains

Wesley moved into the rail space in the heavy construction space as a General Manager.  As General Manager Major Works he was responsible for the people and the contractors who did the railway, the civils, the bridge building, the signalling, the electrical engineering and the environmental management of all aspects of the above and below rail projects.  

Wesley also was instrumental in developing a major innovation in collaborative contracting for Sydney Trains.  While general manager there, Wesley’s bridgebuilding team took out the Transport for NSW award for the successful completion of the Lidcombe bridge replacement project, delivered over five days in an intense railway possession environment.

There were no significant infrastructure-related disruptions to the Sydney Trains network during Wesley’s term.

 

Executive Director Program Delivery

Infrastructure and Services Branch - TfNSW

At Transport for NSW, Wesley oversaw the end-to-end delivery of a $20 billion infrastructure and fleet portfolio of 100 projects from the handover of the development process through design, delivery and assurance. This included responsibility for the new railway fleet, new ferries, railway infrastructure including heavy rail and power supply and integrated urban development.  

The portfolio included Wynyard Walk and Museum stations, Newcastle light rail and a number of multi-storey carparks, interchanges and ferry wharf redevelopments.

High-profile and high-risk projects within the TfNSW program delivery portfolio including Wynyard Walk, new ferries and Newcastle light rail were kept to time and budget.
